About CERL

The Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania is a non-partisan institute dedicated to preserving democratic governance. By uniting scholars, policymakers, and practitioners from law, philosophy, and ethics, CERL tackles the hardest questions arising when the rule of law is threatened in conflict, war, and national security.

About the Summer Program

This 9-week immersive program is designed to root future leaders' decision-making in the rule of law. Interns contribute to CERL’s mission through high-level research and writing, while engaging in exclusive dialogues with national security experts.

Alumni Success: Former CERL interns have secured prestigious positions in the U.S. Department of Justice, the JAG Corps, and the Space Force.

Eligibility Criteria

CERL welcomes an interdisciplinary cohort of students:

  • Law Students: Open to both J.D. and LL.M. candidates.
  • Graduate Students: Enrolled in Philosophy, Political Science, International Relations, or Communications.
  • International Applicants: Indian students and other international aspirants are fully eligible to apply.
  • Interest: A demonstrated desire to examine the intersection of applied ethics and national security.

Key Responsibilities

  • Research & Writing: Investigating ethical issues affecting global security and publishing original works for CERL’s blog, The Rule of Law Post.
  • Policy & Academia: Assisting in the preparation of CERL policy briefings and academic publications.
  • Event Planning: Helping organize CERL’s high-level conferences, workshops, and public programs.
  • Networking: Interacting with the CERL Executive Board and leading global practitioners.
